A great method to improve areas with poor drainage is to aerate the ground. This can be done with simple tools like a garden fork but a far more effective method is an aeration machine.  These machines make small holes at the right depths and intervals to allow better penetration of water air and nutrients into your grass. It will also provide any fertiliser a direct channel to the grass roots. 
The best time to aerate your soil will depend on what type of grass you have. Most lawns in Texas have Augustine Grass which is a warm weather grass that should be aerated at the end of spring, just before the grass starts its summer growth spurt. If you have a cool weather grass like Kentucky Blue Grass or Tall Fescue you should plan to aerate in early spring or the fall.
In any of these cases it is best to aerate the soil when the soil is moist. A light watering before the aerating process is all you need. It may also be a great time to add grass seeds to some of those areas needing a little more coverage. You don't want to do this process too often as it may have the opposite effect by damaging the roots.
Mother nature takes her sweet time but you should see a thicker and lusher lawn a few weeks after the process.
